TX321 GOES receiver and connection to RTMC Pro/Loggernet

I'm trying to make a near real-time (updated every hour) connection to a stream gage with a TX321 Receiver.  I'm collecting water level and temperatura data in a CR800. I have the data logger and TX321 programed and configured to collect and send data to the GOES Satellite.  I can login to the GOES system (https://dcs4.noaa.gov/Account/Login) and see the data, and I can use the DCP Message Browser program to download data to my computer (where my loggernet software is) manually.  Is there is a way to automate this process on a schedule using the Tasks Master Program?

Is there a better way to make the RTMC/loggernet and TX321 connection?

The other problem I might have this the format the data is in when I downloaded it, see below.

Each download contains a one hour interval time/date/id stamp "CBC00F4E19043160432G33+0NN040WUB00206" and four lines of data corresponding to data collected at 15 minute intervals. In order to display in RTMC, I will need to convert those stamps to a more tradional data time format.  Any ideas of how to do this?
