i have RTMC pro. to publish my data to a web using data logger as source of data. should i have a fixed ip to reach to my web server publish from any where

i need to use the RTMC pro software to publish my data on web

every time trying to use it, i am getting publish Faield locker, what this means

do i need to buy a fixed IP
